The Foto Group, Inc., in Montecito, CA, has provided therapy consultation services since 1969 with over 50 qualified consultants. Ms. Foto’s clients have included WellPoint/Blue Cross of CA, United Government Services, Empire/Blue Cross Blue Shield of New York, HMSA, Blue Cross of Arizona, Healthlink BC of Missouri, Anthem Colorado, Maximus, Johnson and Johnson, and Kraft. At WellPoint/Blue Cross of California, she established the Allied Health Unit, which was responsible for the development of Medical Rehabilitation Corporate Policy, Claims Review, and Payment Guidelines as well as performing Catastrophic Case Management and Utilization Review. Ms. Foto is a leading expert on reimbursement and payer policy and has completed projects such as Medicare Guidelines for Pulmonary Rehabilitation, Cardiac Rehabilitation, Chronic Pain, Wound Care, Computer Assisted Treatment, and Occupational Therapy for Depression. In addition she has assisted the Centers for Medicare & Medicaid Services (CMS) under contract in developing a model for Coding and Classifying Therapy Services for Prospective Payment, the online submission of clinical information (700-701 form) and the accompanying Data Dictionary. The Foto Group, Inc. for 38 years has performed concurrent review, retrospective review; case management and utilization review for the insurance industry and continues to be a leader in critical pathways development review and evidence based practice.
